It appears the Shilka only spawns on the layer in which the flag layout goes through the city, as the Shilka only spawn when the mec cap their first flag. On the flag layout where the flags are in the fields to the north east quadrant of the map the Shilka never spawns.

It's intentional. They might as well just rename the vehicle to "Shilka: SOUTHERN FIELDS ONLY".
