Framerate Help

Hello everyone,
I just downloaded project reality for the second time, and the reason for this is because my computer was not capable of running it well enough the first time. I have a new laptop that I use for school which is fairly powerful.

Specs: GTX 960m 2GB
i7-6700HQ @2.6GHZ up to 3.2GHZ
8GB Ram

Now, I put all settings on high with AA off and I noticed that the framerates are around 30-50 for the most part in full servers. Now, at first I thought my comp was not strong enough to run this game, however, after downloading MSI afterburner, I found something interesting. I learned that my computer's dedicated GPU is only using 30% of its total power, and the integrated card is using 5%. Furthermore, my total CPU usage only goes to 45%. However, if this game utilizes only one core, i have seen that core go to 75% before. With these results it seems like its not my rig but more the game. My battery is on high performance and from what I have done the game should be running on my dedicated card. For some reason on this game my comp wont run to its full potential and I am not sure why. Any thoughts?

Sample of Responses of your same post on battlelog i just found:

it's locked at 100 as preset and I see no need to change that since most of the time it will be around that value. Anyway when there is an explosion infront of you it will go down to 70-80 no matter how good the card is, at least that's my experience. I've seen no difference between running it on GT140, GTX460 or GTX660M... the performance does not grow proportionally to the PC specifications. You can get higher maximum fps with a better system but it will always drop massively (below 100) when something is going on around you. This can also be seen best when loading a map. I'd guess even with 64 GB RAM and a GTX1080 it will take a while and be stuck at 64% for a moment.

Its locked at 100 fps like ExMun said.

To unlock it, join a server, open console and type game.lockfps ###

The ### being the cap you want. I usually set it at "game.lockfps 145".

yes i can confirm. i have game installed on SSD and it still stucks for a moment to 64% when loading the map.
but the map loads pretty much instantly after the 64%
