I am trying to simply have a double click bat file I can click to join Free Candy Van.

This is what I have so far, but it doesn't seem to work:

D:
cd "D:\Program Files (x86)\Project Reality\Project Reality BF2\mods\pr\bin"
START PRLauncher.exe +fullscreen 0 +wx 1900 +wy 1000 +modPath mods/pr +join 144.217.11.129:16567

It gives me an overview of the commands avalible but I don't understand why I can't use this syntax or commands to make it work.

You can't. These are bf2 settings, not launcher.
It's blocked for a reason.
