Is any way (setting\config\mod) to disable the speading ? (for would be no need to wait secs before each shot with sniper rifle)

You can't. It's a part of devhax so devs can equal their chances to non dev players as it's widely known that devs doesn't play the game they dev.

Not sure that i fully understood you, but if only PR devs. have access to it can you please make small addon/edited config file for i could insert it into game if needed?

There's no setting and there will never be one. If you want to mod PR and play co-op solo check the modding forum. It's not too simple.

If i want to play real warfare i'm placing attention on Arma, but sometimes want to just shoot a bit, in that case i'm going to BF3 or even modded BF2, would be good to add to the list PR (it was in it, but that no way to control (like if it would be sway) deviation got PR out the list), Squad is some good thing too, but untill there will be real zoom optic its not likeable for me at all.

Basically every shooter in the world is an instagib, why not play any of those over PR?

All of listed have some differences, and some problems.
As deep you see and feel the game depends on how you play in it and how you see and what thinking when playing.
