For example, its saying HOG is populated with 80 players, but the server is offline.

Never had any problem with it to be honest and l even use the mobile App. Make sure you refresh it before seing the servers, it might be showing you old data

it happens to me sometimes too.
Furthermore, when i check a server, for some reason, i can't see every players that are currently in-game when the server is full. I tried with myself, i moved on server then i looked at PRSPY but didn't find my name in my teamlist

PRSpy shows first 64 players (just like in-game browser).

It doesn't update every other second so it's a bit delayed.

That's a delay, mate.
