can we not remove the teamspeak and squadleader speak, instead create a radio kit, a kit squadleaders should use to communicate with other squadsleaders and commander.
a system where you need to be close to a player with the radio kit

I'm not sure if the thread that held this discussion was in the main thread or on a seperate thread, since I cannot find it anymore. Either way, It was in the talks long ago.

Even if we added a system like this, which as FFG isn't really feasible, players would just work around it with a 3rd party VOIP system like Discord giving their team an unfair advantage if the other team didn't use it.

A) This has been discussed to death 1,000 times already: We don't do realism too much when the consequences harm gameplay. Unfun gameplay can be found in ArmA. Realism-ing this game just to realism it will not be met with standing ovations.
B) Any kind of system that doesn't allow a squad to communicate within itself is made utterly pointless by teamspeak, discord and what else have you. Squads that already consist out of veteran players, all of which sit in the same teamspeak face no actual limitations, whereas a squad full of randoms cannot effectively communicate within itself. They will get curbstomped during every engagement.
C) From looking at it, I find it highly unlikely we can communicate kit functionality to Mumble, in other words: The mumble client cannot detect who would be enabled, under the rules you laid out, to talk to other players and who would not, at least I have a hard time believing that. Even more so when you have to consider that the other player would also need a radioman with him in order to receive the message.
TL;DR: No.
