What GPU are you running the game off of, and how much ram is your system using?

I Checked In Game "PR" Using RX 560X And Using Low Cpu barely (%20 - %40)

My PC Using 2 - 4.5GB Ram

ITT PR devs and staff pretending like the issue is the user's PC and setup and not their product.

If you get normal fps on maps with no buildings, then there's no special issue and nothing can be done about it. The engine is wasn't built for that many objects.

Disabling hyperthreading (the AMD equivalent of it) may help a tiny bit.

Make sure fullscene supersampling isn't on by default in the AMD control panel as this can halve if not quarter performance in some cases depending on setting. graphics cards companies like to leave it on by default to make you think you need a better card , more profit for them when in reality it simply isn't necessary.

I would also try playing with only one GPU. The RX 560X is more than enough for PR (but this depends alot on monitor resolution).

what is your resolution/?

Personally I think its a conflict with crossfire over DX9. I'd opt to just run PR on the 560X and disable onboard GFX in bios.
