Yea but when you pickup it it says you can not use this kit. How to use it?

you need to enable rcon onefaction to be able to use every kit

Pretty much you need to be a high ranking dev, but then there is the whole issue of krivers and blah blah blah so no one really uses rcon commands in normal stuff anymore.

I think I've used the weapons of it for a custome kit in the past when I was playing around to make a PRzombie experience.
