The commander UAV is spinning so fast it's hard to keep up with my mouse

Which map size? its a smaller and faster circle on 1km, i don't think its too fast.

I also noticed that on Muttrah. If you're looking directly below it's manageable but anything outside of that and it is difficult to keep track of what you're looking at.

Its honestly not that bad unless you're trying to track a player up to kit detail at full zoom at which point dependng on the map size it becomes not as easy, but I don't see any reason for it to be slowed down given its already OP and manageable generally as it is right now.
