as you can see at prspy, and at the in game server list, they are different, and i got level 2 account which is told highest, and why some servers not showing up?

because Pr Spy shows both "Deployement" server and "Cooperative" servers.
You last picture is online deployement only, you can also check cooperative previous to that.
