Resolution or FPS?

Well i heard that Resolution gives Advantage at Long Range Combat.

I having 1080p Monitor but i plays in 1280x1024(60Hz),I Gets over 40-60FPS in this resolution but its kinda heard to notice enemies at far.

I gets about 24-40FPS In 1920x1080(60Hz),i dont having issues in noticing enemies but it kinda gets annoying in close combat where my game is running at low fps and hard to shoot enemies.

All my graphics settings are set to Low.

Which Resolution Should i use?

Well, you should always try and use your screen's native resolution. If you use anything lower than that, less rendered pixels will be stretched to fit the amount of pixels on your screen, making things blurry.
What kind of specs does your PC have? If you're on a laptop with an integrated and dedicated card, make sure PR is running on the dedicated one and your power settings are set to max performance.

Intel HD 2500/4000 Desktop,I don't having dedicated GPU Sadly,GPU prices are kind of expensive where I live but I will get one later.

I want at least game to be playable.

I play on 4k, 60 FPS.
Using a Garand or Gewehr I can easily battle snipers. The advantage is huge. Prob the best thing you can do that isnt illegal like plugins.

Well it kinda is cheating. It isn't exactly fair that some people have to play on 768p and some are playing on big 4k screens. I could imagine giving low res players some sights magnification could help it a bit, but I'm not sure if it's technically feasible and it sure needs more thought than I gave it to.

As long as you have 40+ fps, keep resolution as high as possible.
