PR Mumble error "Failed to load mumble_app.dll"

Since I installed the game a couple of months ago I have had the same problem, I have tried looking for solutions but I have not found one that works for me. I have reinstalled the game three times but the problem persists and I don't know what to do anymore.
I have win7.

Check if your anti virus deleted it.
Its in
Project Reality BF2\mods\pr\bin\PRMumble\mumble_app.dll

No, I have checked the folder and I have the dll but it still gives me the same error.

I had already installed it a while ago.
