so since in some map has the russian faction with T90 (ex: silent eagle, operation thunedr - beta) maybe the Shtora should be usable in PR by activating the Thermals and then the ATGM can be avoided.

but should also have a cooldown timer like 5 second? after avoiding ATGM. So will be little fair for the player using the ATGMs.

Not possible. Also questionably if Shtora even works vs modern ATGM.
