Error updating, Error loging in, Error 503, Servers with 2500 ping

I recently had to reformat my computer and reinstall the game. When I did it, the first error I had was entering my steam account, I got error 503, I had to try repeatedly until it finally connected to the servers and let me update the game, then when I entered the launcher and wanted to load my profile, again i got the 503 error, i had to try several times until i finally got into the game, however, when i update the servers for the first time, nothing appear, i have to press cancel and then update again to see the servers, but as you can see in the photo, there are some servers with 2500 ping and every time I click on them the game freezes for several seconds. Every time I try to connect to my profile I have to try several times for it to work and sometimes it doesn't even log me in when I open the launcher and I have to enter my steam account again. I tried to install the window files that the game needs and that are in the installation guide, but the problem still doesn't fix. I did not have this problem before formatting the computer. I checked if it was the router but this is the only game with problems so far. I reinstalled the game twice, deleted ALL folders, also temp folders... So, what can i do now? i saw some post in the forum but none of them seems to work. Also, when i enter a server that have 2500 ping, i can play normally, but it's annoying that whenever i want to open the game, i have to try several times to make it work... I hope this thread can be helpfull for all those who have this problem. Maybe is a window problem? somethimes i have problems loading random webs like google, microsoft, youtube, etc., there is bad climate here on my city, raining all entire week.
PD: I don't know if I'm already paranoid but even the forum is strange to me, like it loads slowly, I have 600mb of download bandwidth, it shouldn't work like that

recientemente tuve que formatear mi computadora e instalar nuevamente el juego. Cuando lo hice el primer error que tuve fue al ingresar mi cuenta en el juego, me aparecía el error 503, tuve que intentar repetidas veces hasta que por fin conectó a los servidores y me dejó actualizar el juego, luego cuando entré al lanzador y quise cargar mi perfil, de nuevo me saltó el error 503, tuve que intentar varias veces hasta que porfin entré al juego, sin embargo, cuando actualizo los servidores por primera vez, no aparece ninguno, tengo que darle a cancelar y luego actualizar de nuevo para que aparezcan, pero como ven en la foto, aparecen algunos servidores con 2500 de ping y cada vez que les doy click el juego se congela varios segundos. Cada vez que trato de conectar a mi perfil debo intentarlo varias veces para que funcione y a veces ni siquiera me logea al abrir el launcher y tengo que meter de nuevo mi cuenta de steam. Traté de instalar los archivos de window que necesita el juego y que estan en la guia de instalación, sin embargo sigue sin solucionarse el problema. Este problema no lo tenía antes de formatear el computador.
