PRBF2 won't launch

So my friend downloaded the game, installed it via setup, everything went well. When he came to launch the game, the pc would play an error sound and display an error message saying can't find the folder ProjectReality/Profiles.
So the thing is, the ProjectReality folder was not there at all. When I sent him my folder, it also didn't work and when I gave him all the files I had, it would still display the same error. So it says "can't find the folder" even though the folder was there when I sent it to him.
He doesn't have any antiviruses at all, tried reinstalling but it gave him the same error.
I found a similar error online on a forum that didn't really give much info on how to solve the whole ordeal. It looked kind of like this:
