1212: Error Validating Downloaded File. File is Corrupt

My buddy is trying to get back into PR, but is running into problems once the launcher is installed. He successfully downloads 1.7.4 from the downloads page, and gets the PRLauncher installed, but runs into the aforementioned error code when updating. PR is installed on the same drive Steam is on, so I don't think the Steam login is the problem, but right after he clicks "Login through Steam" the update fails and the error appears. His OS is Windows 10.
