Downloding without torrent in Germany

Hey guys
I'm from Germany and wanted to play PR but the German laws don't allow me to download any illegal stuff from Internet. PR is based on BF2 but you have not to buy Battlefield to play Project Reality. So is it legal? If I download PR without VPN, will it be a problem? Maybe somebody from Germany have had this "problem" too..
