Create a "Locked Topic" forum

In the PR forums there are more locked topics than anywhere else. Mods lock topics for going slightly off topic, for offering a suggestions previously suggested months ago in varying fashions, for possible flame wars erupting and just because random posters suggsted locking it.
This is not a great thing because sometimes the suggestions are valid but where suggested before with regards to the 0.4 or 0.32 release so the old topic is not really relevant anymore. Sometimes you have crafted a brilliant reply only to find an error on pressing the submit button.
I don't know if it is a British internet thing to lock topics or what but it is definitely strange. What I would like to see is a lock-free section of the forum created in order to continue these topics. Rather than locking topics mods will move them to this new section where devs do not have to waste their time reading or responding. Though discussion ideas are generated and refined.

clypp, when threads are locked, they are locked for a reason.
At the mo, more are being locked due to the influx of new members who dont search for threads where the exact same topic has been discussed at length prior (eg insurgent RPG deviation).
im very tempted to lock this thread myself just for a laugh.
But ill leave it open for you clypp. for you.

I think the locking needs to be a bit more relaxed but having a forum where locking is impossible just couldn't work.

Flaming and illegal activities will still be modable and deletable. This is just a compromise between locking almost everything and allowing discussion to continue.

I like the idea. Topics will always be repeated because people are eager to post, they don't see it on the first page, so they think it's ok to do it. In my experience in forums, if a topic isn't active, and if it's not on the first couple pages, then it's ok to create a new one. Locking them just because a similar topic died out two weeks ago and is now ten pages back, isn't the best way to go. Sure the old guys who read every post from every topic will flame that a similar topic was here last month, but most life comes from the newer guys. I'm not saying to let everything slide, but if the topic hasn't been discussed for some time, then it's ok. Lots of the new guys will see a topic, and not know it's existed before, so they want to post. But they can't post because it's locked. When a forum has a large and rapidly growing community, you need topics to recur everyonce in a while. That's because the newer members want to put in their input. Forcing people to bring back dead old threads is just out of the question. It died for a reason, and if a new one has been created, then the new guys will bring a different perspective to it. Although, like I said earlier, if the older topic is still active, or right on the main page, then making a new one is just plain retarded. So yea, either a new forum where mods can move reoccurring topics, or just be more lenient, either will work.

I would like to see an feature that would ask people if they want to ask a question when they hit the "new topic" button
if they say yes, then they would be refered to the search page
if nothing comes up regarding their question then they will be allowed to ask it(in a new thread)
this would solve more than half of the locked/flamed thread

Better solution:
When they hit the "new topic" button, in the same way you ask them if tis a question, if yes:
- A small script from our beloved mods overpowers their keyboard and electrifies it (not much, just like the cattle wires), effectively making each key stroke a very painful experience... thus only very well thought and short questions will be posted
