Few players = no commander?

Ok. I managed to play for about 10 minutes today on the one server where i don't ping above 200, but that only lasted for about 2 minutes.
Story of the battle: 2 guys on each team. There is one guy on the other team who is the commander. He decides it will be fun to constantly arty me, using his god like realtime view of the entire battle.
We were having some good small fire fights and sniper wars, but then this guy decides he needs to start doing this.
So, my suggestion: Turn off commander mode unless there are at least 16 people playing, Make the commander have to be a class with just a pistol, and get rid of the real time camera view of the entire battle. The UAV should provide a real time camera view of a small section of the battle,not the whole freakin map.
Trying to hide from god himself is not a very entertaining game...
