Server admins can edit this with v0.5. Our default in v0.5 is 90 seconds and in v0.6 it's 2 minutes. This will not be an editable property for public servers in v0.6.
The server admin may have changed this to some very low value (and effectively negating the time we intend to be allotted to finding a squad and getting organised).
