Insurgent Spawn Mechanics

I searched but did not find....
Ok.. i dislike the present insurgent spawn cars. In the wrong hands they can destroy a round.
What i'd like to see is a system similar to the squad leader / rally system.
Insurgents should be encouraged to join squads and get rally points.
Spawn cars should go entirely.
All non squad assigned insurgents, should get a fixed spawn point, but when they spawn at it they spawn randomly around the 'insurgent side of the map'. In Basrah this is easier to envisage, 'blues' spawn scattered around the city, but not close to the front lines.
If spawn cars are to stay, how about limiting their use to SLs with four members. So only the SL with 4 members can drive a spawn car. (5 man squad).
Or something similar. But please change something... me much dislike silly spawn cars!
