I own one

Go down to your local Army Surplus store or flea market and you can pick one up for about $30-$40
Edit: Also used in the Dirty Dozen

OMG teen flashback - I made a 3 prong hook in shop. We took the canoe out to the beached freighter they have for Marina break wall in Port Credit
http://maps.google.ca/maps?f=q&hl=en&q= ... &z=17&om=1 and used it to 'infiltrate' the ship from the open water side.
Marine Police showed up rather promptly and kicked us off tho

You can get the grappling hook from the graveyard keeper's ghost. There's a hole underneath one of the graves. Then you have to race him and you end up in the windmill.
