right now, most characters guns dont render at long range. how will you be able to tell if a insurgent is holding a gun or not at long rang?

Shoot NEAR them. If they take cover and attempt to shoot back, they're armed. If they're civilians, they're just gonna stand there and wait for you to kill them so that you lose points.

civies might/should look a bit different than armed combatants. Their behavior will also give them away. Civilians will be mostly recon and also move slower.

You pull out your binoculars and ID the Target. If you don't have any, get a friend.
Or, if those don't work, try to tell by the animation, holding a gun looks much different from holding a rock.
Besides, if you can ID the Target, you probably don't have the range to hit him, so don't bother.
But always, there's the option not to shoot...

2 things, they fixed the bug that didnt alowed you to see the kits rendered at long ranges, and the civilian skin is very diferent =)
