Server freezes when a player joins

It doesnt say it doesnt have to be for PR 
This is for spartan and the BF2 ASSAULT mod.
On multiplayer when you start any mode sp/coop/multiplayer and a player connects there ping will stay at 0 the whole time and when they join it will freeze 5 seconds later (The server). If it is a dedicated server all players will lose connection and the server will crash and after it stays on the 15 seconds to game start.
