I guess he means "Hoo-ah"!
"Urrah" is russian, but "Hoo-ah" is the american expression (started by the Marines, but nuw also used in the Army etc)...

There are multiple theories where hooah originated. First thing:
Army: Hooah
Marines: Oorah
Some possible theories...
During the attacks on normandy in '44, an Asst. General was surveying the beach while looking for the 2nd Rangers. He asked a Ranger where their CO was and they pointed him out. When he was going to the CO, the Asst. General said "Lead the way, rangers!". The rangers comically replied with "Who, us?" -- but the general thought they said "Hooah". He was impressed and started spreading the word.
In Vietnam, a popular way of saying "yes" by the vietnamese was saying "u-ah". The US soldiers adapted this by saying "u-ah" everytime they were told to do something -- it was like slang.
As far as the Marines saying "Oorah", I read somewhere that the reason for this was that many Marines were medevaced to Australia during the war in the Pacific vs the Japanese. Apparently, Oorah is a slang term in Australian that means "farewell" or something like that.

Hooah (who-ah), adj. U.S. Army Slang. Referring to, or meaning anything and everything except "no." Generally used when at a loss for words. Also:
good copy, solid copy, roger, good or great; message received, understood.
glad to meet you, welcome.
I do not know, but will check on it, I haven't the vaguest idea.
I am not listening.
that is enough of your drivel--sit down.
stop sniveling.
you've got to be kidding.
yes.
thank you.
go to the next [briefing] slide.
you have taken the correct action.
I don't know what that means, but am too embarrassed to ask for clarification.
that is really neat, I want one too.
amen.

uhh, not seeing the point of this thread too clearly. dont get me wrong, the marines are great but this doesnt have all that much to do with PR anymore. again spamming needs to go to the WAT. or at least the off topic section.
