BETA...Tell me if I am wrong

We were playing Quai and while we had at most the main and 1 other flag we were winning on points.
The round was ending and the score was about 140 to 60 and a new commander came on and started building.
We asked him not build and his reply, like many others in the past was that is was a BETA and he was testing.
I understand in the first week or so not paying attention to score or winning while you work out the details of building commander assets.
But this game had been goin on for well over an hour and while it is a BETA nobody was thinking of testing.
My question is: is it ridiculously self centered to lose a game building structures the the team doesn't need just because it is a BETA ?
Was this commander justified in risking a loss to test if he could build a defensive bunker or whatever else he had in mind ?
There were DEVs in the game who told me to stop bitching as the commander was doing a good job and my reply was that while he may be doing a good job the rest of the team does not want to lose so he can build a bunker we don't need.
I think the commander assets are going to be an area of contention in the general release because a commander can easily lose an otherwise winnable game by building assets.
