Perform check to see if civilian

Currently, civilians are allowed to be shot if they are in a car or on a grappling hook because in these situations they are considered to be a 'vehicle'. I was wondering, though, if it would not be possible to perform a check to see if the user of the vehicle is a civilian. I do not mind civilians in cars being allowed to be shot but it would be nice if shooting them on the grappling hook was penalized.
I ask if this is possible since it is apparently possible to check whether the user of one of the gunner positions in a vehicle is civilian - if they are, they are killed almost instantly. It would be nice and very funny (and frustrating for the British!

) if civilians could escape using grappling hooks. Perhaps it could even be made so that if an enemy was on your grappling hook you could not pick it up and make them fall down.
Also, performing this check could eliminate a very serious exploit: Civilians could then no longer evade capture by throwing a grappling hook right in front of them and be considered a 'vehicle'. I trust you will not abuse this in the game now if you did not know about it already.

I like the check idea and I think it would be possible. You do have the check for pilot kits right? I don't know if you could set it so a grappling hook would still cause the civilian ticket lose.
However. Then again if a civilian were to chuck a grappling hook on the roof. And simply climb high enough to avoid knifing and just sit there. Would it not in itself be a cheap way of avoiding being killed without the 'bonus' that dieing as a civilian grants you. This would all be negated of course if say..
Shotguns had non-lethal beanbag rounds! Hint hint wink wink nudge nudge

Yes, Tasers or Bean-bag rounds should be an alternative form of arresting civilians. However, both can kill in real life if used improperly.

I personally would prefer another model entirely. Having civilians die if they pick up a weapon is not quite what I feel to be in the spirit of realism. I'd rather have civilians be able to pick up kits but if they do so they will be tagged as "combatant" in the game logic.
When flagged as combatant shooting them will result in no penalty. This tag will remain until 1 minute after they either pick up a civilian kit again or 1 minute after they leave a fixed weapons emplacement.
This logic would have the allied soldier be even more careful about the "civilians" around them while not making the civilians overpowering.

I am afraid that would be overpowering, at least if they kept their green clothing.

But when you multiply Emnyron's tactics by 30 you get an immediate point loss and one that will continue because all the civi's will share the info of the purblind, stupefied individual that shoots EVERYONE !

There is no penalty when you shoot a civilian on a rope?
This solves many atmospheric disturbing problems like civilans hanging from lamp posts at NVCP or try to escape his catcher by throwing a grapple on the next building.
I like that.

The only place where you can not catch or shoot a civilian currently is when he is in the water... but you can always ignore them or run them over with a boat.
As for the combatants: I think you would always be able to notice when they carry weapons since they would normally have a weapon drawn (Except for when they use a bino or hold a bandage from a different kit) and always should have the associated kit parts on their body if I am correct there. (Hard to test since they die when picking them up as of now)
