knifed civ = uav?

ok i havnt played 0.6 beta yet, bt cap my downloads =( so im waiting for full.
bear with me, its kind of a scattered argument, i cant think of how to streamline it
any way i was wondering, reading about it- whether say every 10 knifed civs gave the comander the ability to uav an area once.
this would simulate getting information about the locations and 'hangouts / turfs' of the insurgent squads. not just weapons casche.
i mean a civ in say iraq will know where all the insurgents operate they are just too scared/sympethetic to reveal the info to troops of their own free will, however im sure when interogated or something they would.
thus i think that for every 10 civs, comanders should get 1 uav to reveal the data they would normally 'recieve' obviously uav is a 1 off and lasts say 30 seconds. then they would have to knife another 10 civs.
