Penalty for destroying building in Insurgency

Destroyable buildings have added a lot to PR IMO. There is however one thing I don't get. Currently the BCST can run around Basrah blowing up buildings as much as they want yet I am pretty sure this is not what happens in reality.
In reality they are there to remove insurgents and protect the civilian population. I know we can't add AI civilians but that doesn't mean the BCST don't have to avoid collateral damage to civilian structures. Perhaps buildings could have a penalty added for each building destroyed?
It should maybe be done so that if an insurgent or 2 are killed the penalty is cancelled out. If however you just blast a building with civilians on the roof you are going to get penalised.
This would mean that the BCST have to be slightly more careful about the targets they choose and would actually mean they have to send Infantry to clear rather than just sitting in a warrior and demolishing it.
I think this would change the way Insurgency is played, focusing more on troops on the ground than it does now. A change for the better IMHO.
Before Vikingo says it I searched and found nothing like this, at least with an obvious title anyway

It's not a bad idea.
I know I have sat at a distance and leveled the village on Basra to make the search for ammo caches easier.
But if you blow up a building w/ civilians in or on it you already get the civi kill penalty.
You may not kill them but you will wound them, and as a civi I never heal myself when wounded by an imperialist infidel.

Stop collateral damage as is the aim in real life

Oh I tried that the other time and still got a death recorded.
So I thought it doesn't give kill penalty when civi bleed to death.
And then I thought yeah the civi has quite a few field dressings so thats probably right.
I'll watch for it again next time I play.

NO! This mod does not need more ticket restrictions and things like that. Instead of making a team lose forces for destroying a building (how the hell is that realistic?) make the buildings stronger and more resistant to warrior fire.

Why don't you use your uber micro and create some spectacular building models. Anyway, I thought an enterable mosque was being built. Whats happening with that? That should be a destructible building, with a ticket loss if destroyed.

Just think of it like Fallujah. The Marines gave time for all civilians (some insurgents) to leave before they went in to eliminate the enemy. They knew they were going to be wrecking that city. Just don't shoot the ones with the civilians who were unwilling to leave their homes.

Under standard ROE, a building housing hostiles (sometimes they must be actively engaged in combat) or their supplies is fair game.

Yep, in Operation Phantom Fury the Marines quit trying to enter insurgent-held houses to take them out with small arms. After contact was made with an insurgent, the Marines would either set a Bangalore torpedo in the wall or have a M1 Abrams knock the house down.

You could call in a U.S. Stratofortress if you need some buildings taken out, they'll bomb anything.

If it is possible to code it like you get the penalty for blowing up an empty building, however if you get a kill from the explosion w/e that takes down the building you don't get the penalty

during and after fallujah there was a bunch of media (propaganda or not) reporting on the damage to the city and destruction of homes, etc-regardless if ROE allowed it. no doubt al jazeera made it look like the marines virtually sacked the city.
therefore to simulate the loss in popularity and willing informants among the population ins should gain tickets and the brits/americans should lose intel points.

I saw plenty of heavy bombing on the BBC of Baghdad and the like, seemed like they were getting a hell of alot more then tactical targets to me.

NO, I think this is good enough:
Destroy a building - minus 18 points, BUT
Destroy a building with a couple of Insurgents inside - minus 18 points and plus # points for dead Insurgents, so it basically equals out. Only thing is, you wouldnt gain any + points destroying a house with 2-3 Insurgents.

Yeah, no.
This suggestion fails on many levels when applied to reality. In firefights the likes of which are represented in PR, no one would give to shits about what happens to a few houses. Hell we bulldozed houses down if we got in a fight there or watched insurgents run inside it after we cleared them out.
Things like this is why we need to go back to the old way of doing news from a warzone, ala WWII.
