Are us common folk that fight on PR Servers allowed to create maps and submit them for evaluation.. If so where do we get the software to create maps and how do we submit or at least can we make our own maps to use in PR 609 etc. on a lan server hookup etc or on our own server ?????

Yes, you can.
You can find the tools to do it here,
http://www.bfeditor.org/
It also includes lots of guides to help you.

Hint: Use L3DT.

Also understand if you're just coming into mapping, the mod is far enough along and its mappers now experienced enough that introduction-level maps probably won't be accepted. Your second or third will run a better chance of getting in, so start with something simple, like an infantry fight in a forest, or tanks in a desert. Don't start too complicated or else you'll waste effort on your "apprentice" map. I'm still amazed people aren't complaining about Kyongan'Ni's amateurish details, and quietly suspect its going to the axe list after Karst comes out.

Hey GunnerySergeant.
You'll want to check the Community Modding forum,
https://www.realitymod.com/forum/f66.html
There are a few threads by [R-DEV]Rhino, they're worth going over on, specifically:
Where to start mapping -
https://www.realitymod.com/forum/t20862.html
[Tutorial] Setting up the BF2 Editor for PR mapping/modding -
https://www.realitymod.com/forum/t14468.html
You'll want to try these auto-generating terrain tools such as L3DT, theres also a tutorial about bringing real-life terrain from satellite to the game, its slightly complicated but worth going over.

Good luck
