I was playing Kashan Desert recently with a friend of mine, and we decided to hop in a tank and kick some ***. Initially, we both could request the crewman kits we would need right from an empty tank standing around in the middle of the map.
After a while, we need to do repairs, so I get out - and get killed. I respawn on my mate, who is the squad leader, in the tank, get out, try to request the crewman kit.
"I'm not coming over there ..."

Great.
I repeat this at the front, back, sides and top of the tank, to no avail.
In the end we head back to a friendly APC (with me in the .50 seat), I move the the side (MEC APC) of the APC, try to request again ... "I'm not coming over there ...".

Supply crates wouldn't give me one either.
In the end, we abandoned the round and left the server out of frustration.
This wasn't the first time it happened either (we also observed it under pretty much the same conditions on 2 other maps).

We haven't been able to recreate this, allthough I assume it has to do with you spawning on a squad leader in a tank, and not being able to request a crewman kit from there.
What's strange is that you couldn't even get that kit on an empty, friendly APC standing around, which should work 100% of the time, as far as I'm aware.

EDIT:
This is pure speculation, but is it possible that you somehow coded the crewman kit to be requestable only a number of times at a certain vehicle, and once this vehicle's crewman kits have been issued, you can't get any more from that vehicle, or something like that ?
Is there something special about issuing crewman kits (code-wise) compared to all the other requestable kits (haven't seen this problem with any other kit so far) ?

Devs, please look into this, as it can get very frustrating if you can't request crewman kits for an entire round.

You know you need to be <100m from a friendly flag to get a crewman kit from vehicles, right?

Restricting crewman kits was originally designed to prevent someone from spawning on an APC, requesting a crewman kit, then driving away with it while it's in the field. It also prevents players from doing exactly what you're attempting to do... die in a vehicle then respawn without penalty by picking up another kit where you left off. So, don't exit the vehicle if you have a crewman kit.

As explained by the 2 posts above, this is workings as intended and it's not a bug.

I was originally thinking something along those lines, but then I'm pretty sure I remember the same thing happening to me at the MEC airfield in Kashan Desert (where tanks are spawning, among other things) aswell, and neither of us was able to acquire a crewman kit over there at that time, so I figured it would be a bug.

I might be wrong about that airfield situation though, and the other times when it happened we were definetly > 100 m away from any checkpoint or base. I'll keep that in mind and see if it happens to me again.

Manual
Vehicle kits:
A) Less than 50m from a home base flag
B) At a fresh spawned vehicle (no driver used it longer than 1 minute) that needs the requested kit to be operated
C) At a vehicle operated with the requested kit which is in supply (within 100m of any friendly CP)

That you could request a Crewman kit at a tank on the field could be a result of B). I saw people driving away with a tank and got diconnected in time (under 1 minute).
