Unable to request any kits

Hey
Last night I was playing a game of PR on EJOD Desert, and I couldn't, for the life of me, pick up a kit at any Supply Bunker, APC, etc.
Every time I'd try, I'd get the usual "I'm not coming over there..." etc line -- then some other guy would run past me, request a kit, get it, and run off. I even spent about 10 minutes hacking at a command post with a shovel and couldn't get a damned thing. Same with APCs. All the while, other guys were grabbing and requesting kits left and right. I didn't try this next to supply crates or squad spawn points -- it was done at the sandbag command post, and that other one that looks more like a mound with some sandbags and a hastily erected camoflage netting overtop (sorry, I'm not yet familiar with the terminology).
I eventually went back to the main base and could get kits at will there.

Command posts need two people to be built.
Did you rejoin the squad, that might solve the problem.
EDIT; Hold on, isn't the command post supposed to be built with a wrench?

So it was a firebase. Anyway, I can build a firebase/defensive bunker just by myself. The shovel repairs faster than the health of the firebase/bunker drains down.

Yes Ive seen this bug and I think its known about. If you look in your console there'll be some error there as well though that might appear even when its working.
The solution is to disconnect, logout of bf2 then log back in. I dont think you need to restart or actually quit bf2. When you rejoin it'll let you get kits from anywhere as normal not just the HQ flag radius only
I just came on to moan about abandoned apcs not giving out the crewkit. It will give any kit you like just not the crewkit and the apc will stay marooned in that position for the rest of the map usually.
I requested a crate be dropped and that would not give a crewkit either but other kits will given just fine.
Someone please tell me its not done this way on purpose for some silly reality rule

The first bug seems very strange since everybody else was getting their kits.
About having to disconnect, that is only required when you try to request and get no message at all. This happens some rare times and looks like the server is not receiving your request or something like that.
About the APC not giving a crewman kit out in the open and neither the supply drop, that is correct and how it's meant to be. Why a supply drop would have the equipment necessary to fly a plane or drive a tank/apc? And you can only get crewman kits from APCs that are fresh (nobody used it for more than 1 min) or 100m near a friendly CP. The reason is to avoid the abandoning of vehicles and also stealing. Imagine you are repairing your APC, somebody spawns, request a crewman and drive off.
We like the concept of having to get your equipment in your base, a support jeep or something and going back to rescue your vehicle. Teamwork at is best
For now these are the rules, read the Manual as it explains all of this and maybe we change a couple of them in future releases because of other updates we have planned.

I dont really agree with the rule as its feasible with large maps that the spawn time for the vehicle could be less then the round trip back to the base, ie. its easier just to blow up the apc.
People get disconnected all the time as well as the crewmen being shot while repairing, etc
I think maybe an exception could be from rally points, that way if an officer spawns on the apc he can get it moving again with the help of 3 others
Thanks for the confirmation though, at least I know one way or the other.
About the first bug, I remember the not receiving problem occuring in beta but I havent seen it recently. This is something else and it was happening last version too. I'll see if I can get a video and screenshot next time it happens, its not that common but Ive seen it effect more then a few at a time

In the patch you are going to be able to request crewman and pilot kits from bunkers and firebases too. That could help a bit.
