Sorry if this has been posted before - I have seen a thread that mentioned this but I tried my best but couldn't find it.
Well, my suggestion is in regards to the boats. I think they should be a LOT more quieter. Right now, they are wayyy to loud which defeats their purpose. Most Special Ops use those things to quietly transport troops inland with minimal noise but in PR they are just as loud, if not louder than tanks and support trucks. I think that if the boats were a little bit quieter, they'd have a better chance at survivability and more people would use them.

Simply don't run if you want to be quiet.
Edit:
Ups, I read boots.

This mod ain't about special leet spec op boats, it's about conventional warfare. A boat's a boat, swim if you don't like it.

RHIBs are found on just about every naval ship, so they are certainly not exclusive to special operations. The Naval Special Warfare RHIBs are different from the ones in-game. As to how quiet they are, they have high-horsepower engines running waterjets, so they can't be too quiet. To get to shore quietly is what they have rebreathers or CRRCs for.

"Canoe Down".
On a quiet day you can hear a 100hp outboard from well over a mile away across water. On a blowy day with the wind against you, you'd be lucky to hear it from more than 300m upwind, but they certainly aren't quiet when up on the plane.
Having said that, when they are pootling along in displacement mode they can be very quiet indeed.

Combat canoes ftw! But if they animate the "J" stroke incorectly I will throw a fit
Going from memory a 40hp boat can be heard from a good distance when going full throtle but when easing into shore they can be very quit. I think the problem with the boats in game is they go from idle noise level to full throtle noise level rather quickly, even just tapping the key. If there was an intermediate speed/sound setting but I doubt that is possible nor is it worth a lot of effort to impliment.

Having spent most of the last weekend on a boat, I can assure you that outboard motors aren't quiet in the slightest.
In terms of survivability, in PR I've used them fairly hevaily and died very few times in them, by following some pretty simple steps:
1) Keep them away from anything with a LMG or larger mounted on it.
2) Keep them away from LAT, HAT and Heavy Support infantryman
3) Never drive them so far up the shore you can't float them back off if you need to.
4) Never drive directly to your objective unless your objective is either already under attack, or a long way away from enemy contacts
5) Remember that the boat will go grey on the mini-map once everyone gets out. It'll remain locked to your team, but the enemy WILL be able to see it. Unfair, but oh well.
6) Because of point (5), if you're carrying a whole squad in a boat it's worth dropping them off where they need to be (which itself should be a fair way from the flag you're assaulting), and then driving the boat around 100m closer towards the objective and bailing out. This means if the enemy DO notice the boat appearing on their map, they'll be looking for its occupants well away from the rest of your squad. It does mean you need to run like buggery before they turn up, though.
