Bullet "effect" penetration

We know that there are materials in PR that bullets can penetrate. For example, if you shoot those tin sheet fences you see the bullet hole on the other side of the fences. However, how come the bullet impact doesn't come out the other side? Like when you shoot a tin fence, you don't see the bullet hitting the grass, sand, or pavement on the other side of the fence.

Tank and APC rounds are different, if you shoot the HEAT or AP rounds on the destructible buildings, you actually see the rounds going through the building wall and hitting the ground.

Can't the bullets be like this when they go through the tin sheet fences and seeing the bullet impact on the opposite side of the fence?

That'd be nice but I wasn't suggesting on more penetrable materials.

Hmm I don't know if that's even possible. As far as I know, the effect occurs at point of contact. Although I suppose it may be possible to displace an effect so that it occurs 10 cms from point of contact, for example. Don't take my word for it though. I don't really have any experience messing with effects.

also the antimaterial rifles (M82, M95) dont kill the drivers in the car if you hit the door of the vehicle. isnt it supposed to go through and kill them?! i have tried it before but it only works when you aim for the head and hit the windshield !!!
