I got on the forums today first time in a while and all I see is locked threads, and threads titled HELP!!, whats up?

Locked threads are called "forum moderation". Threads titled "Help" are called spam as they don't really describe the problem the poster has.

I wouldn't call it spam if they need help they need help, I'm sure they explain once you ask right?

I, for one, support the new moderation of descriptive topics. If you make a topic, include basic information in the title.

"Help" or "Problem" can be replaced with "Problem with CTD on Al Basrah".

well, Clypp and Jonny, that's the theory of these new moderation rules anyway...
I know that I, at least, try to fix vague titles when I find them and rather than offhandedly just warn the poster I send a PM telling him or her that they've done a boo-boo.

and ofcourse I try to help in threads that has only "help" in the title if I can.

That looks like a simple failure to retrieve the CSS file. Reload usually sorts it.
