Vehicles/Kit requesting.

It's farked. Tried to get a Crewman kit from a British APC and a Rally Point and it wouldn't allow me to have it. But it did allow me to grab a Light AT kit as a consolation prize.
A) Less than 50m from a home base flag
B) At a fresh spawned vehicle (no driver used it longer than 1 minute) that needs the requested kit to be operated
C) At a vehicle operated with the requested kit which is in supply (within 100m of any friendly CP)
