Can the militia place commander assests?

Some people say that they can, but when playing as commander on fools road, it said I didn't have the right logistics to build a command post.

What's the answer?

yes they can but they do not need a command post.

My team was asking if I could build bunkers, and I told them that I needed a command post first and it didn't allow the militia to build one.
