I have been told by numerous people that if you take a second or two between shots to let the gun settle the second shot will be more accurate, opposed to shooting like a mad man. Is this true?

One and a third seconds. I suggest you practice counting your thirds of a seconds like ,"1, 2, 3, 1, 2, 3, 1, 2, 3". As soon as you stop moving, start with zero with no delay and proceed to count to 4. Fire on 4 and you should have no deviation due to walking/running/crawling/strafing.

Remember moving your mouse will cause deviation, so settle on one target.

This is especially important with the G3 and AK47, as they can be extremely accurate, but most people move to much to get the full benefit.
