To use the JDAM, you need a squad leader / Spec Ops and the commander. The SL/SpecOps has a SOFLAM (Or how its called now... That thing that looks like uber-binoculars) and can request an area attack with it. The commander can then confirm the request and blow the area. More about this and about anything else in the manual.

not 100% sure but I think only SL can request the JDAM. Spec ops do have the soflam too but afaik they don't have that "request area attack" option in the commo rose.

It's only avaiable for the commander after an hour of playing per round! So the commander can use it up to 2 times per round if it's a really long game. The rest has been already mentioned.

I think this has been changed in .75
