More of a Question than a Suggestion.

Would it be possible to have bots on Al Basrah? What I mean is, Civilian Bots on Al Basrah that do nothing except walk around and sometimes drive around the city? They wouldn't be part of any team really, Just it would be better for Insurgent Civilians to blend in with them, It would kind of be Like GTA 3.
Is this possible? Or hardcoded?

nope unless we got co op working but still dunno if it would be possible to make all the bots spawn as civies, then behaving like them would be anouther matter. If we could (easily) we would have already done it

I can see there could be problems with having bots walking round and making it realistic, but how about vehicles? It would be good to have at least some action in there. I dont know what makes the UAV circle in vanilla, but couldnt something similar be used to maybe make a few bot cars follow set routes once in a while?

it rotates around a rotational bundle afaik.

AFAIK the vBF2 UAV is some sort of animated/predetermined movement. -edit- yes, a rotational bundle, yes Rhino... -edit-
Civi BOT vehicles would need a set of waypoints to follow and various paths to follow or choose from. If there were cars circling constantly, it would look gash.
Im guessing that in a full server (64) there's no space for bots, a 32 player server would allow 32 bots, correct?

If the bots had no intelligence and followed a long and very occasional route then I cant see why it would use any server places. I wasnt thinking off fully blown traffic - just an occasional car to keep the brits on their toes, and give the insurgents possibly a couple of new tactics.
Slightly off topic but related - current insurgent cars are some of the most unrealistic models in PR - something like this would look sweet :
