Slow Running Speed by 2/5

Currently in PR, players run at about 5 meters per second for a minute or so, can jump 3 feet in the air, dive, and change direction instantly. I shoot a burst into a guy at about 15 meters and before I reacquire he's usually 10 feet away, on the ground returning fire. Combine the fact that getting hit doesn't impair you physically in any way, and this feels very gamey to do repeatedly. My proposal is to lower speed and acceleration because the weight of armor and a weapon will not allow the kind of acrobatics that are common in PR. I'm looking at a guy running in circles and sidestepping all over the place right now in PR its just ridiculous. And now he's hopping... ok he shot me. Yeah can we do something about this?

CAS, I think you've a better understanding of the innerworkings of the code than most people -- have you found anything? Or rather, can you display a working fix?

5 m/s is not a high speed in any way most ppl can run that fast. If you jump once in pr dont you loose like a third of your stamina? This is just what i think. We should really get an opinoin from someone that is in the military

5m/s= 18Km/h normal running spped
3m/s= 10.8km/h mormal jogging speed
these figures are for real life.
