Mods for PR

Since playing PR & starting up my own team, I have noticed that there are many types of mods around for it in ways of squadless kicks, MD5 shader tool.
My question is this. If it is supported by the DEVs and to be part of having the Lisence for the PR server, Then why wasn't the MD5 tool installed in the server code to start with instead of being something you had to download and manipulate into the server its self? I ask this as I only learnt about it a few months ago whilst browsing the forums and had a little trouble sorting it out.
I know many people would probably call me a noob and say it was so easy to do, but not everyone like myself is computer literate and to be honest I find it very ignorant to think that everyone is.
If it is policy to only allow people who are computer literate and absolutely in with coding to the extent that they are virtually computers themselves to obtain the server lisence, I would find this very unfair, as not everyone who loves the game is, and I would find it very discriminating against.
My suggestion would be to include such things as the MD5 tool, Squadless kick with the server lisence download, So people such as myself do not have to learn about such things later on or before it is too late and have the lisence taken away. So in turn would keep all server lisences in situe with the regulations of having the Lisence to start with.
