Freeze Coalition IP gain when 3 caches visible

Currently, the Intel points acquired by killing/processing/capturing insurgents continues regardless of the state of the currently visible caches; even if all 3 current ones are visible, the coalition still gain IP. This means that if the INS. are doing particularly well and are defending their caches (taking lots of deaths but not letting the Coalition near), the Coalition are gradually stacking up the IP. When they finally do destroy a cache, due to the IP accumilated during the fighting the new cache is immediately visible to them.
This is a *big* disadvantage to the Insurgents, who rely on being in well dug in defensive positions before the enemy arrive and who also tend to have less in the way of fast transport (they may have cars, but a heli's faster).
If possible, IP should be frozen when all 3 current caches are located, thus giving the Insurgent team time to set up their defences before the Coalition discover the cache and roll in. It's also a bit more realistic, since the Coalition wouldn't have intel on a cache location the instant it is created and the insurgents would know where it is first.
If Rudd's suggestion isn't used, this should be.
