Page 1 on the english manual says there is a German version of the Manual at Manual Download - Project Reality Guide,

1. I cant find it there, where is it
2. If there is no such thing, i could start to translate it, do i have permission to alter the PDF ?

It is already in work. [R-DEV]Spearhead is doing it.
