How about a Taser gun for use against Civilians?
It could be equipped to officers only and the effect of the gun is to freeze the civilian for 10 seconds or so until they can be cuffed? Or it could act as another device like the punch/cuffs and just get rid of the civi?

Tasers, beanbag rounds and all sorts of non-leathal weaponry has been suggested before.
