Insurgents Gaining Tickets

I was playing insurgency today and noticed the team had 66 tickets. According to the PR manual the only way for insurgents to loose or gain tickets is by either loosing a weapons cache (-10 tickets) or having a collaborator shot (+10 tickets). I was wondering if there were any undocumented ways of loosing or gaining tickets that would result in the insurgent team having 66 tickets or if this is simply a bug.

Yeah but what's the point when the tickets represent how many caches are there? Can you have a 0.6 of an ammo cache?

I'm not sure what the point of the tickets are, if only an indication of the caches left. And if so, why have these other effects with civis and hideouts? PRT purposes? :confused:
