Do you pay for the server you play on. I think not.
It is up to the server admins who PAY for the server to decide on the rules for their server.
If you dont like the rules dont play there.

lets look at this from a gameplay standpoint.
ideally 32 vs. 32. Leaving a contingent of people at the mainbase to "defend" it is kinda problematic for a game with such few players.
I think that for some servers, the "No Baserape" rule (usually only in effect until the last flag is taken) is there because in a combat operation you would have your security forces that are apart from the actual combat operation outside the wire. Thus, to simulate 24/7 base security you would have at military bases overseas, the servers choose to opt for a "no base rape till last flag" rule.
I think it is acceptable, as it allows more people to actually be out on the field putting bullets downrange.
What's it matter anyway, there are usually stupid people standing at the main base anyway waiting for their "uber l33t" vehicles to spawn in. If a spec ops gets through and starts doing some covert ops, tough luck.

this is still a game, it still needs to be fun. nothing ruins a server faster than having a freakin tank sit at the main and pick off everyone that spawns before they can move much less mount a defense.
also, a dome of death would make it kinda hard to cap that main when all the other points are capped now wouldnt it?

Well base rape is really thrown around too loosely. If I go in and clear a base prior to an impending or probable attack people call it "base rape". Personally, I think it's a good idea to wipe out TOW, AA, and vehicles prior to the rest of my forces getting there even if they are one flag behind. Makes the push to the next flag so much faster, divides up enemy resources which makes the taking of other flags easier, et cetera. It's one thing to just sit there an spawn snipe people (which can be avoided with proper map design and spawn location), it's another to have an actual purpose (IE, blowing up their TOW and Stinger emplacements so your armor and helicopters can conduct operations in the area).

I refuse to allow baserape on the iGi server in AAS mode.
its non-conducive to gameplay
I would not mind allowing spec force squads in to main to destroy assets etc, but thats such an agro to admin that we simple don't want the agro.
We want intense and fun battles over flags as dictated by AAS, the main will be fair game eventually and we allow camping of main base approaches with mines etc.
Also if the DEVs didn't want baserape on uncappables then they would put a dome of death around the base. The DEVs also put defences into most of the main bases, so if someone is attacking your main base USE THE THE DEFENCES THEY ARE THERE FOR A REASON. IRL if some on shoots at you you shoot back. Project Reality trys to show realistic warfare and in war attacks on "main bases" happen all the time.
with all due respect, the dev's dont even seem to know what they want. Carrier on barracuda = ok? but the US Army base on Ramiel is a no go?
eh?!
Each server has its own rules, if you don't like them you can patronise another server.

He's just mad because he swam to the carrier on Barracuda and got kicked once getting there for base raping.

Like Crazy said, it's not up to you at all, it's up the the owners of the server/server admins. So there really is no point in arguing.

And if the server admins change their rules for it to suit you, then good stuff, but don't complain if you get kicked because you didn't obey the server's rules as they are at the moment

Do you think that a carrier would come under attack by swimming people IRL? no, so dont go to the carrier, its unrealistic.

Teams should be given a chance to get out of their base to fight, and getting killed stepping out 1 meter is not fun. However if the team lost all it's flag and main base is left, yeah baserape is allowed since that team is pretty much owned.
Plus each team is limit to 32 (sometimes more) people and there are not enough people to worry about defending the main base from attacks.

ya probably up to the admins, you may think you want it realalistic, but it can only go so far in a game.

Yeah, there should be incentive for people to defend their main bases.
If there were 64 players per team. Which is better? 32 players out on the field, or only 27? The people stuck with defending their main would be bored out of their minds 99% of the time, sitting there for two hours. Plus, imagine this: You wait respectfully with your buddy for the Apache to spawn. It spawns, and gets hit by a HAT three seconds later. Not much fun, eh? Might as well play without those tanks and helicopters.
Oh wait, that is the 16 player version. My bad.

Its a game .
Its a game .
Its a game in any bodys language .
To enhance the flow or balanced competition of the game allowances are made and broken all the time .
Its not nice when allowances are broken because a spiral of retribution occurs .
This happens on training maps also such as Quinling where base rape is rampant .
Such a shame as Quinling would be good for dog fights if you could actually get off the runway in a jet before being shot to ribbons while on the runway .
