Bullet damage

So guys I want to ask this thing that has been bothering me (dunno if it has been asked before).
How much can you adjust the bullet damage system? I mean not only the bullet damage which can be altered easily but can you add something like random vectors in it?
Like you could give a bullet 1,5x damage for about 15% bullets fired or something like that. Because I don't like the system which is active this moment I presume, that bullets do only this one inserted damage every time. Because is it reality if I have to always shoot for example exactly 3 bullets in the chest to kill someone?
I would like if there were randoms like from 0,5-2,0x damage random code for every bullet so that if you got two bullets in a pistol mag you aren't sure that you're going to die because you have the possibility to kill someone with one bullet even if hits somewhere else than head?
This because isn't it real that every soldier needs a different amount of bullets hitting them to get critically wounded? So that someone can take like 7 bullets and still live barely but someone can take a one pistol bullet and go critically wounded still?
Are you able to do adjustements like this? And could you even make different odds for damage multiplyers for different hitboxes?
