can hit fixer bring back old blood effects?

recently i tried out hit fixer and now when you shoot some one in the head or where ever you may see dust but the hit will still register,meaning that if you saw blood it means it IS a hit, this got me thinking after seeing some old PR vids that if PR would encourage hit fixer or make it mandatory wouldn't that mean that the blood effects could come back?
this is not a suggestion just a thought

The blood was taken out for realism as well as the hitreg problem.

yeah... apparently there would be no blood if you hit someone through all that body armor.

yeah the blood effects were way more hollywood than real life and thats why the took them out.
