House destruction.

Couldn't find any previous post.
My suggestion is to create a system where you as a player is punished for destroying a building, this would serve as a replacement for the anger civilians feel when coalition forces destroy civi houses during firefights.
I think that it at the moment works pretty good in-game, there are not to many unnecessary house destructions, this would only serve as a reminder for the tank gunner or that AT guy to hold his trigger finger and really be sure the house is occupied by enemies.
So what about buildings that can't be destroyed? I have no good idea here. You could make every bullet fired at a building punishable, this way you don't have to destroy it for the system to take effect, making it even more important to aim your shots. This might on the other hand lead to a significant minus on the scoreboard.
A solution to this problem could be to make houses occupied by hostile forces nonpunishable when fired upon, but unoccupied still is.
Or this idea might not even be able to implement?
